Ядравая зброя ўжо ў Беларусі: шантаж ці рэальная небяспека?

Першапачаткова трэба дачакацца, калі будзе нейкае пацвярджэнне размяшчэння ядравай зброі.
Уладзімір Пуцін заявіў, што ў Беларусь даставілі першыя ядравыя зарады. Хаця 9 чэрвеня на сустрэчы з Лукашэнкам у Сочы ён анансаваў пачатак перамяшчэння тактычнай зброі на 7-8 ліпеня, як «скончыцца падрыхтоўка адпаведных збудаванняў», акурат перад самітам NATO у Вільні. Чаму гэтыя планы змяніліся і пра што гэта можа сведчыць, у жывым эфіры «Белсат» нам распавялі палітычны аналітык і гісторык Аляксандр Фрыдман і галоўны дарадца Святланы Ціханоўскай Франак Вячорка.
Цалкам размову глядзіце ў нашым відэа:
«Тут жа справа не ў тым, завезлі ці не завезлі. Яны пра гэта абвесцілі. І гэта для іх – галоўнае, паколькі пакуль відавочна, што ні той… Ну, Лукашэнка ўвогуле ніякіх адносінаў не будзе мець да гэтай зброі. А Пуцін не збіраецца прымаць рашэнне пра яе выкарыстанне. Галоўная ж мэта ўсёй гэтай ядравай гісторыі не ў тым, каб выкарыстаць яе ў будучыні, а ў тым, каб напужаць Захад, каб прымусіць заходнія краіны хвалявацца і паспрабаваць націснуць на іх. Так што ў незалежнасці ад таго, што яны там завезлі, будзе цяжка пра гэта даведацца. І, напэўна, мы толькі ў будучыні, калі адчыняцца архівы і ўся гэтая гісторыя скончыцца, тады мы, мабыць, і даведаемся пра тое, што яны завозілі насамрэч», – распавядае Аляксандр Фрыдман.
Але ці варта Захаду пужацца ад такіх пагрозаў? Франак Вячорка мяркуе, што першапачаткова трэба дачакацца, калі будзе нейкае пацвярджэнне размяшчэння ядравай зброі. Але пакуль яго няма.

«Ні “Беларускі Гаюн”, ні нашая ўнутраная выведка на сённяшні дзень не мае такіх звестак. Але незалежна ад таго, трэба звяртаць на гэта ўвагу. Для нас, беларусаў, гэта магчымасць распавесці пра тое, што адбываецца ў краіне, пра пагрозу беларускай незалежнасці. Заходнікі ж глядзяць на гэта, як на карту Пуціна ў шантажы пры магчымых перамовах, карту, якую можна пакласці на стол, калі, напрыклад, зойдзе размова пра нейкае замірэнне з Украінай альбо пагадненне мірнае часовае. Але мы павінныя глядзець з боку беларускай перспектывы, з боку беларусаў. А для беларусаў гэта пагроза, і самое знаходжанне гэтай ядравай зброі значыць знаходжанне расейскіх вайскоўцаў, а значыць, узмацненне расейскага кантролю над Беларуссю», – кажа Франак Вячорка.

Таму дарадца Святланы Ціханоўскай лічыць неабходным у далейшым падымаць гэтае пытанне. У тым ліку і падчас бліжэйшага саміту NATO у Вільні праз чатыры тыдні.
Заява Пуціна аб перамяшчэнні зброі прагучала акурат пасля заяваў ЗША пра тое, што хвалявацца з гэтае прычыны не варта, дастаткова проста сачыць за сітуацыяй. Аляксандар Фрыдман лічыць, што гэта невыпадкова:

«І заявы Лукашэнкі, і заявы Пуціна – тут такое складваецца ўяўленне, што яны адпрацоўваюць пэўны сцэнар, дзе ролі вызначаныя. Абавязак Лукашэнкі – рабіць такія гучныя заявы, пра тое, што зброя можа быць выкарыстаная, як ён рабіў у інтэрв’ю Скабеевай, дзе ён разважаў, колькі можна знішчыць людзей, наўмысна ўзгадаў у гэтым кантэксце тыя бомбы, якія былі выкарыстаныя ў Хірасіме і Нагасакі. Гэта ягоны абавязак – ствараць такое ўражанне, дадатковую напружанасць, што вось зараз гэтая зброя ў яго, а ён – палітык непрадказальны, у яго хопіць і рашучасці гэта зрабіць».
Аляксандр Фрыдман называе такія заявы «стратэгіяй вар’ята» і параўноўвае Лукашэнку з Фідэлем Кастрам у 1962-ім годзе, калі той марыў атрымаць ад Савецкага Саюзу ядравую зброю і распараджацца ёю. Розніца толькі ў тым, што беларускі ўзурпатар не выглядае фанатыкам. Сумневу ў эксперта няма: усе заявы Лукашэнкі ўзгодненыя з Масквой. А вось, што датычна Пуціна, на думку палітычнага аналітыка, то тут працуе іншая стратэгія:

«Пуціну кожны раз такімі заявамі трэба падкрэсліваць, хто ў хаце гаспадар. Лукашэнка робіць такія агульныя заявы і малюе жахлівыя сцэнары. А Пуцін… Гэта менавіта ён кажа: мы ўжо завезлі. Каб усе ведалі, што завозіць насамрэч Расея і што кантралюе Расея».
Але тады ці варта ўвогуле рэагаваць на такія заявы? Франак Вячорка сцвярджае, што ў любым разе гэта шантаж, і на яго варта даваць адпаведную рэакцыю. Трэба казаць, што Лукашэнка і Пуцін ствараюць пагрозу. І з аднаго боку трэба разумець, што гэта элемент псіхалагічнай гульні, але з другога – варта пашыраць палітычныя санкцыі, «трэба караць, нават калі гэта шантаж».

«Лукашэнка спрабуе проста існаваць. Яму важна, каб яго абмяркоўвалі. Ён паспрабаваў быць міратворцам у 2014-ым годзе – атрымалася, паспрабаваў у 2022-ім – не атрымалася. Ну, не атрымалася пабыць міратворцам, пабуду “бэдгай”, “мэдмэн”, буду вар’ятам тады. Ён разумее, што сітуацыя мяняецца, калі раптам Расея перастане яго падтрымліваць, ён пачне іграць у вялікага празаходніка, заканспіраванага дэмакрата. І ён гэтыя свае пазіцыі, ролі, шапкі, маскарады мяняў усе 30 гадоў свайго кіравання».
Таму проста не трэба слухаць і не трэба ўспрымаць сур’ёзна такія заявы, мяркуе Франак Вячорка, але папярэджвае, што мэта гэтых заяваў – падзяліць Захад, а значыць, варта яшчэ больш ціснуць на Лукашэнку і ўводзіць новыя санкцыі супраць рэжымаў Беларусі і Расеі.
