The decree of the self-proclaimed LNR leader Leonid Pasechnik on general mobilization states that men of 18-55 years are not allowed to leave the district’s territory.

The decree also states that all men from 18 to 55 years of age who are on the military register or not but are required to be, and those in reserve must be called up for military service.

Pushilin’s decree on mobilization in the DNR does not contain a clause prohibiting men from leaving. On February 18, Pushilin said that men could travel outside the DNR while driving a car to evacuate their families.

Meanwhile, Russia is introducing an emergency state in the Rostov region, where refugees are from the LDNR.

About 100,000 evacuees from the Donbas are already at the border with the Rostov region.
