Telecommunications operators’ failure to comply with the requirements of the OAC will be considered a gross violation of the law on licensing in the field of communications.

However, the operators will not be penalized if they comply with the OAC requirements and violate other licensing requirements as a result. Also it will not be the basis for their liability for losses caused to users of telecommunications services.
