Belarus authorities to create registry of cryptocurrency wallets 'used for illegal activities'


On February 16, the National Legal Portal published decree #48 to create a registry of virtual wallets “used for illegal activities.” Information from law enforcement services on the use of the purse for terrorist or extremist activities will become grounds for inclusion in the registry.

The HTP administration will own and operate the registry. The Prosecutor General’s Office of Belarus, KGB, SCC, Interior Ministry, National Bank, OAC, Presidential Security Service, and HTP residents are among the users. HTP residents working with cryptocurrencies are instructed to refuse their owners’ transactions the next day after receiving wallet addresses from the registry operator.

It will be possible to sell cryptocurrency from such wallets if the owner decides to sell it to compensate for damages in criminal or other processes. The decree comes into force three months after its publication which is on May 16.
