Russia preparing 'passport expansion' in post-Soviet space


People born in the territory of the Soviet Union or the descendants of the USSR and the Russian Empire citizens can expect to receive a Russian passport.

The Russian State Duma is considering a bill that would simplify the procedure for obtaining Russian citizenship. To have a Russian passport, it will be enough to confirm the fact of birth in the territory of the USSR or the connection with ancestors born in the Soviet Union or the Russian Empire, kommersant.ru reports.

In fact, the mandatory requirements end there. Even the fact of Russian language skills will be checked only by a commission. In addition, there is a proposal to remove this requirement of the procedure for obtaining citizenship. This will increase the possibility of obtaining Russian passports for the young people from the former Soviet bloc countries that no longer speak Russian.

Political scientist Pavel Svyatsenkau is sure that the simplified procedure will attract mass migration from Central Asia, although the bill authors count primarily on the influx of Soviet citizens’ descendents living abroad — in particular, in Ukraine.

Incidentally, after the adoption of this law, inhabitants of PRD and PRL will be able to become full-fledged citizens of the Russian Federation and to receive a Russian passport in lieu of passports of the breakaway republics, which are recognized by no one except the Russian Federation.

Authors of the bill are deputies Konstantin Zatulin and Natalia Poklonskaya. The bill has already received positive feedback from the Committee on Nationalities.
