Decree on ‘idlers’ at hand in Belarus


Aliaksandr Lukashenka demanded the state officials finalize a draft decree before mid-February. At the moment document is ‘near completion’, Natallia Kachanava, a deputy Prime Minister, said.

“The document is being finalized and will soon be submitted to the head of state”, she said.

According to Kachanava, a lot of people underestimate what the state is doing for its citizens. “I believe that every citizen of our country should be involved in compensating the costs that the state directs to the social sphere”, the deputy Prime Minister stressed.

The document is expected to impose a levy on employable persons who failed to pay taxes for 6 months.

In January, a draft decree was being discussed but it did not satisfy president Lukashenka.

In October, 2014 the Belarusian leader backed the Interior Ministry’s proposal to amend the Administrative Offense Code in order to introduce responsibility, including forced job placement, for citizens, who have no registered jobs.

There should not be any idlers in the country, Lukashenka stressed. According to him, up to 500,000 able-bodied people in Belarus are not officially employed and do not pay taxes, however they take advantage of social benefits provided by the government, like free healthcare service and education, subsidized housing and utility services and subsidized transportation, etc.
