On May 22, Ukrainian MPs have failed to include in the agenda of the Verkhovna Rada extraordinary meeting two bills on amending the law on parliamentary elections, as well as the bill on amending the law on public procurement.
The deputies have refused to discuss making amendments to the law although president Volodymyr Zelensky convened the extraordinary meeting for that purpose. Only 92 persons voted for the presidential team’s initiative.
The bill provides for holding of parliamentary elections in Ukraine under a proportional representation with voting for the electoral lists of candidates for people’s deputies of Ukraine from a party in the nationwide electoral district. The draft law also suggested that all parties that would gain at least 3% of vote should have the right to participate in the allocation of parliamentary mandates.
Moreover, the lawmakers did not include in the agenda the draft law on amendments to the law on public procurement regarding the conduct of procurement during the election process.
Only 127 MPs voted for the inclusion of the draft law in the agenda while 226 votes are required, news agency Ukrinform reports.
On Tuesday, Zelensky signed a decree on early termination of the powers of the Verkhovna Rada and set a date for early parliamentary elections. The voting is scheduled for July 21, 2019.
