Ukraine's president wants to punish officials for illegal enrichment


The Verkhovna Rada of Ukraine has registered a bill providing for the confiscation of illegal assets of officials and punishment for the acquisition of such assets.

This bill was introduced by the President of Ukraine Volodymyr Zelensky.

The draft provides for the addition of Article 368-5 into the Criminal Code, according to which unlawful enrichment is punishable by “imprisonment for a term of five to ten years with the deprivation of the right to hold certain positions or engage in certain activities for up to three years”.

Zelensky proposes to punish civil servants for assets whose value exceeds income by more than 12 thousand minimum incomes of citizens (204 thousand hryvnias or about 7 thousand dollars).

In February, the Constitutional Court of Ukraine, on the recommendation of 59 parliamentarians, declared the article of the country’s Criminal Code on illegal enrichment to be unconstitutional.

After that, more than ten bills were submitted to the Parliament of Ukraine regarding the return of this article to the Criminal Code in a new version.
