Everyone who has recently visited Chechnya’s capital has been favorably impressed: the city of Grozny, which UNESCO recognised the most destroyed city on the planet in 2003, resembles Dubai now. Europe’s largest mosque – erected against a background of glass skyscrapers – is Grozny’s architectural landmark. It is now possible due to the Kremlin’s giving billions of subsidies to Chechnya and Vladimir Putin‘s support of Ramzan Kadyrov who rules Chechnya with a heavy hand.

“If a need to die for Russia emerges, we are ready,” says Kadyrov. Seceding from Russia, for Chechnya desperately fought in 1990s, is now out of the question. Chechnya is a state within a state: it has its own rules set by Ramzan. There is too much breadth in his behavior because too much is granted to him.
