Myasnikovich: Parcels from abroad bring down trade


Chairman of the Council of the Republic complains that the parcels from foreign online stores undermine the Belarusian industry.

The estimated value of the parcels from abroad, ordered through online stores, is deliberately understated, believes the Chairman of the Council of the Republic Mikhail Myasnikovich.

“They are estimated at $5, $10 … But in fact the actual is completely different, so the budget does not receive VAT and duties. I do not mind people buying things, but there is a cost fraud taking place, which makes it possible to evade taxes, fees and so on,” said Mikhail Myasnikovich at a meeting of the monitoring group for the draft presidential decrees and laws of Belarus in the Council of the Republic.

The official recalled his earlier proposal to introduce VAT on such parcels, which did not agree at the time with the National Bank. The argument is simple: the National Bank does not have the software to control parcels.

According to Myasnikovich, the foreign parcels brought down the trade, as well as became a problem for the industry.

“And, of course, it is a great loss for the budget,” said Mikhail Myasnikovich.

According to him, the ECE has been already discussing the introduction of tax on Internet commerce. It is about introducing a progressive tax scale on parcels of goods from online stores that come from outside the EAEC.
