There’s no information about the signing of the agreement on the official websites of the two educational establishments. The Ministry of Education of the occupied region of Ukraine notes that the agreement is aimed at promoting the integration of Luhansk University “into the global scientific and educational space”.

The subject of the agreement is the establishment of partnership relations (cooperation) in educational, scientific and cultural fields, the creation of a unified information, scientific, educational and cultural environment, the implementation of effective forms of cooperation. The parties also agreed to provide assistance to each other in a number of areas, even the exchange of teachers and researchers is on the agenda.

It should be noted that Belarus does not recognize the self-proclaimed regions of Luhansk and Donetsk as separate states. President of Belarus has repeatedly stated that the official Minsk supports the territorial integrity of Ukraine.
