Belarus lists fan chant ‘He who does not jump is ... [Russki]’ as extremist

A chant that was sometimes used by Belarusian football fans has been put on the updated list of extremist materials.

On September 25, a Minsk court resolved to list the fan chant ‘He who does not jump is a Moskal’ as extremist. The decision came into force on October 11.

‘Moskal’ (Russki), which is now a pejorative term for the Russians in the Ukranian language, was used to call the residents of the Grand Duchy of Moscow in the past.

One must not use the chant either in speaking or in the written form (including in mass media materials). The violation provides for liability under Art. 17.11 of the Code of Administrative Offenses (distribution, production, storage, carrying information products containing calls to extremist activity or promoting such activity) and may be punishable by a heavy fine (1,225 Belarusian rubles) or even arrest.
