Belarus Central Bank to combat cyber threats via FinCERT


National Bank of Belarus plans to create a center for monitoring and combating computer attacks in the financial sphere.

In a letter to banks, non-banking financial institutions, the Association of Belarusian Banks, the regulator said that in 2017-2018 the National Bank will implement a strategic project called “Establishment of a monitoring system for countering computer attacks in the credit and financial sphere” where Belarus plans to create a special center (FinCERT), BelTA reports.

One of the main objectives of the FinCERT is information exchange of the National Bank with the financial services agencies, law enforcement and other state bodies and organizations. This cooperation will be aimed at the exchange of information about potential cyber attacks in the credit and financial sphere and relevant information security threats.

The National Bank considers current level of information exchange low, which does not allow to make timely decisions in order to prevent criminal activities. Therefore, the National Bank has appealed to all interested market actors to submit suggestions on the format of the proposed cooperation and the organization of work within the FinCERT project.
