Belarusian government eases border restrictions

The Council of Ministers of Belarus has amended Decree #624 of October 30, 2020, “On measures to prevent the spread of infectious diseases.” The corresponding decree #504 of September 1 was officially published yesterday on the National Legal Internet Portal.

The changes affect the people leaving the country through land checkpoints. Now one can leave the country twice as often: once every three months, not once in six months, as before. However, it’s still not available for everyone.

It’s now possible to leave Belarus more often:

  • Belarusian citizens with a residence permit, a passport for permanent residence outside the country, or another document confirming the right to permanent or temporary residence in a foreign country;
  • Belarusian citizens with documents proving they are working or studying abroad;
  • Foreign citizens who have a permanent or temporary residence permit in Belarus when leaving for their country of citizenship.

    The document enters into force after its publication.

Exit from Belarus through land border crossings has been restricted since December 2020. Officially, it was done due to the COVID-19 pandemic.

At first, it was forbidden to leave even for those who had a temporary residence permit abroad. Since July, those who have a temporary residence permit in another country were also allowed to do it, but no more than once every 6 months.
