Літва зробіць больш жорсткімі правілы працаўладкавання для іншаземцаў

Гэта наўпрост закране і беларусаў.
Літва збіраецца ўнесці змены ў правілы працаўладкавання іншаземцаў у рамках узмацнення жорсткасці міграцыйнай палітыкі. Новыя правілы будуць прадугледжваць, што іншаземцы без віду на жыхарства не змогуць працаваць. Таксама прапануецца абмежаваць колькасць працадаўцаў, у якіх можна працаваць адначасова. Аб гэтым паведаміла міністарка ўнутраных справаў краіны Агне Білатайце падчас прэс-канферэнцыі, арганізаванай Міграцыйнай службай.

На думку Агне Білатайце, папраўкі ў правілы працаўладкавання закліканыя зрабіць больш жорсткімі патрабаванні да кампаніяў, якія запрашаюць іншаземцаў на працу.

«Уводзіцца абавязальніцтва працаўладкоўваць іншаземца на поўны працоўны дзень, прапануецца вярнуць патрабаванне аб прадастаўленні працадаўцам кваліфікацыі і вопыту іншаземца. Прапануецца абмежаваць колькасць працадаўцаў, у якіх можа працаваць замежнік, максімум трыма працадаўцамі, паколькі зараз мы назіраем сітуацыі, калі замежнік працуе ў дзесяці працадаўцаў адначасова. Гэта выклікае некаторыя пытанні», – патлумачыла міністарка.
Разам з тым Агне Білатайце падкрэсліла, што ёсць прапанова дазволіць працаваць у Літве толькі тым замежнікам, якія маюць від на жыхарства. А тым, хто прыбывае ў краіну ў безвізавым рэжыме або па Шэнгенскай візе, такую магчымасць скасаваць. Бо зараз назіраецца прыкметнае злоўжыванне міграцыйнымі працэдурамі, адзначыла літоўская міністарка.

«Працадаўца павінны гарантаваць, што замежнік будзе працаваць на працягу вызначанага тэрміну, на які ён запрошаны… [Іншаземец] павінны будзе адпрацаваць увесь працоўны час, як запланавана, а не некалькі гадзін ці адну гадзіну, як мы зараз фіксуем такія выпадкі», – сказала міністарка.
Падчас прэс-канферэнцыі было агучана, што працаўладкаванне на няпоўны працоўны дзень можа быць падставай для анулявання віда на жыхарства. Аб гэтым сказала дырэктарка Дэпартаменту мгірацыі Эвеліна Гудзініскайце.
Спадарыня Гудзініскайце падкрэсліла, што сёння найбольш лёгка атрымаць дазвол на працу кіроўцам або на працу ў будаўнічай сферы. Таму менавіта ў гэтых сектарах назіраецца найбольшая колькасць злоўжыванняў. У сувязі з гэтым сёлета будуць праведзеныя комплексныя праверкі прадпрыемстваў будаўнічага сектару.
Яшчэ адной падставай для нявыдачы або анулявання часовага віду на жыхарства ў Літве можа стаць не пададзеная падатковая дэкларацыя, у выпадку калі такі абавязак прадугледжаны прававымі актамі краіны.
Паводле Гудзініскайце, толькі ў 2023 годзе з пытанняў бяспекі было анулявана 197 відаў на жыхарства для грамадзянаў Беларусі і 25 для грамадзянаў Расеі. А ў выдачы віду на жыхарства было адмоўлена 951 грамадзяніну нашай краіны і 163 грамадзянам РФ.
Таксама было анансавана, што дэпартамент міграцыі збіраецца праверыць 18 тысячаў беларускіх грамадзянаў, якія прыбылі ў Літву да пачатку вайны ва Украіне.
Нагадаем, што літоўская Служба занятасці адзначыла, што беларусы робяць найбольшы ўнёсак у рост колькасці іншаземцаў, якія працаўладкоўваюцца ў Літве. Станам на пачатак года найбольшая колькасць людзей, якія папоўнілі рынак працы ў Літоўскай Рэспубліцы, прыбыла з Беларусі, іх колькасць дасягнула 47,7 тысячы чалавек. Гэта амаль у 1,6 разу больш, чым за аналагічны перыяд 2023 года (30,5 тысячы). На другім месцы – украінцы, колькасць працаўладкаваных з гэтай краіны павялічылася да 44,8 тысячаў чалавек (летась 32,7 тысячы).
