Decree on 'parasites' amended but not canceled


Site of the Belarusian President has published changes in the decree on the prevention of social dependency, specifying the list of those who do not have to pay tax for non-participation in the financing of government spending.

Now the term “parasites” will not include members of the national team of Belarus or sports teams, as well as people serving alternative military service.

Citizens who are registered as unemployed in the employment and social protection body will not be regarded as “parasites” only “in the absence of violation of established employment duties”.

Parents who are raising children under the age of 7 will not pay tax on parasitism only if a child aged between 3 and 7 is not receiving pre-school education. Currently among those exempt from paying tax are housewives who do not work anywhere, regardless of whether a child attends pre-school education. Earlier, the Ministry of Taxes and Levies said that these women will not have to pay tax until the youngest child is 10 years of age.

In addition, now the local executive or administrative bodies may exempted from the charge those who “are in a difficult life situation”.

Also the deadline for sending the tax notices for the payment of tax is now January 20 this year (previously – November 1 last year). Repayment period was moved to February 20, 2017 (previously – until December 1 last year).

Earlier, Alyaksandr Lukashenka said that the decree on parasites would be amended, but not canceled.
