Russian banks unwilling to recognize PRD and PRL passports


Despite Putin’s decree on Russia’s recognition of the documents from the self-proclaimed PRD and PRL, Russian banks are not willing to even open accounts for the new ‘citizens’.

None of the top 30 largest banks in Russia told “RBC” that they were ready to accept passports of the People’s Republics of Donets and Luhansk.

Majority of the lending institutions declined to comment on the issue of passports of the unrecognized republics. A Sberbank call-center employee said the bank does not accept passports of the breakaway republics, which “are not recognized by Russia and the international community as separate states”. In turn, the representative of the Sberbank press service said that the issue of working with citizens of the PRL and PRD is under discussion.

Lawyers interviewed by the “RBC” said that the main resolution of the Central Bank of Russia obliges to work with all the documents recognized by the Russian legislation, including presidential decrees. However, the bank representative said that the addition document of the central bank would help to clear the situation.

The Central Bank did not respond to the “RBC” request about PRD and PRL passports.
