Over 3.5 million of administrative offenses registered in Belarus in 2016


Lawyers and human rights defenders in Belarus are eager to create a system for monitoring the legality of the execution of legal disputes between the state and citizens, as well as the liberalization of administrative law. They plan to send proposals to modify the legal base to the authorities.

The underlying reason is the high number of administrative offenses. Last year only, according to official statistics, 3.6 million administrative offenses were recorded in Belarus.

“There is a very large number of administrative cases, a lot of violations of the rights and freedoms of citizens, including large fines, arrests. People are not able to protect their rights due to the large attorneys’ fees, so we have to start creative work with government agencies for amendments to happen,” says Aleh Volchak from the “Legal Assistance to Population”.

Lawyers and defenders have developed a document proposing 10 changes to the administrative law. Among them are the abolition of the arrests, the reduction of prices to appeal court decisions, as well as admission to such hearings for people other than law experts with a license.

Work to improve the administrative law in the country has been going on for five years. However, it has had no dramatic effect on the overall situation.
