Matrix in Belarusian style: Not enough money for e-govt


The Belarusian Council of Ministers has discussed a strategy for developing information technologies in Belarus in 2016-2022.

The pace of development of digital services and information technologies’ entering into all spheres and branches of the national economy are insufficiently fast due to underfunding among other things, Belarusian Prime Minister Andrey Kabyakou said on Monday.

All the government agencies should step up efforts in this area, he stressed.

According to UN estimates in 2014, Belarus occupied the 55th position among 193 countries, six positions up in the last two years, Kabyakou recalled.

The draft strategy for developing information technologies in Belarus in 2016-2022 envisages a plan of specific actions in social sphere, real sector, transport industry, banking industry and medical services, Belarusian Information Technologies and Communications Minister Syarhei Papkou promised.

The plan also provides for the deployment and development of a 4G mobile communication network, he said.

In addition, the strategy is to contribute to more optimal interaction between the government and the nation. In particular, the share of services provided by government agencies in digital form has to reach at least 75%, by the state health service – 100%.

The plan of IT development in the country stipulates that all media outlets will be available on the Internet.
