Donetsk separatists ready to exchange prisoners on ‘all for all’ basis – Russian media


The unrecognized Donetsk Republic (DPR) seems to have agreed on the ‘all for all’ prisoner swap formula, which is envisaged by the Package of Measures for the Implementation of the Minsk Agreements.

“We are ready to carry out prisoner exchanges in the format enshrined in the Package of Measures for the Implementation of the Minsk Agreements, namely, in accordance with the ‘all for all’ formula” pro-Kremlin news agency TASS quotes Darina Morozova, DPR human rights commissioner.

The issue of prisoner swap has been especially acute since the beginning of the conflict. Although it is a key clause in the Minsk Package of Measures, the parties had difficulty implementing it. On Wednesday, Chief of Ukraine’s SBU Security Service Vasyl Hrytsak expressed readiness to swap three detained militants for each Ukrainian hostage remaining in captivity in Donbas. At the same time, Ukraine insisted on the release of hostages in an ‘all for all’ format, including Ukrainians, held in the Russian Federation.

As of today, 149 Ukrainians are held prisoner in the self-proclaimed Donetsk and Luhansk republics (DPR and LPR), 494 more are reported missing.
