Viktar Sheyman is often regarded as a grey your E. in Lukashenka’s palace guard: relieved of his duties of the National Security Council chief after the bomb explosion in the centre of Minsk on July 4, 2008, soon he regained his positions.
According to political analyst Aliaksandr Klaskouski, the Department of Presidential Affairs is a kind of a top ranking business empire possessing a great deal of money. This fact might have prompted Lukashenka to the decision of Sheyman’s latest appointment: on the one hand, the Belarusian leader needs a reliable and agent, on the other hand, he does not have many reserve players in his team. “Lukashenka hates charismatic and independent people next to him but at the same time, it is of critical importance that his minions should be superloyal so that they would not face a moral dilemma after receiving any order,” the expert said.
Opposition groups and human rights organizations accuse Sheyman of organizing “death squads” responsible for killing members of organized criminal groups as well as President Lukashenka’s political opponents. In 2006 he was placed on a list of persons banned from entering the European Union and the United States for allegedly participation in ballot rigging.
